  • Hon’ble Sir
As decided in the KV Sangathan’s meeting please implement 05 days academic session for students as the children are stressed due to competitive environment around them, traffic hassles to travel everyday. They are not getting enough time for physical activity as was supposed to be in our times due to which they have serious health issues, obesity, allergy etc. Even though the school curriculum has games and sports period on daily basis, it is eaten by the academic classes. Hence, a kind request to you to consider this proposal from the coming academic year and relieve the students. I would also like to ensure you that iam a parent not a teacher. Also, private school are erupting in a night like a mushrooms. A double bed room is a school in a dingy and unhygenic area.I do wonder how do they get registered and recognised within a night. Sir you have the portfolio, it is requested to stop this menance. Please stop education business as we are creating a generation lets have them in a civilized, humanity based, well cultured generation.Hoping for response
    Thanking you sir,

  • We are facing financial lose due to new pattern adopted by AICTE pl. read the brief note under and obliged us to show the new sixth pay commission scale on your side and hand book AICTE Norms & Standards for Staff Pattern, Pay scales & Service Conditions of Technical Staff in Engineering Institutes

If, All India Council of Technical Education is to be effective in ensuring balanced development of technical education in terms of quantity and quality, the Council should use statutory powers rigidly given in AICTE Act 1987.

In the present education system, only teaching faculty (“teachers” as per existing AICTE/UGC definition) is at the centre of concentration of all. They have been given added significance. But, the qualified ‘academic’ Technical Staff working as Lab. Assistants, Lab. Technicians, Technical Assistants, Programmers, Computer operators, Instructors, demonstrators who train the students in a laboratory have negligible importance in the vision of the colleges, Universities, DTE, UGC & also AICTE/MHRD, and treated as Non-Teaching at par with administrative & other supporting staff in the campus and overlooked all the way.

The Pay Scales and Service Conditions, for different categories of Technical Staff are not prescribed by AICTE, even after two-three decades of introduction of these non-government & un-aided engineering colleges in the country.

In 1990, AICTE has framed short guidelines revealing Technical Staff Pattern along with job responsibilities and required minimum qualifications in the booklet of “AICTE Norms and Standards for degree level Technical Institutes”. These are not amended in subsequent publications of AICTE norms and standards.. These norms are mostly unnoticed in the private & self-financing, non government Engineering institutes in last decades due to lack of scrutiny process by the apex bodies.

AICTE Act 1987 offers same importance to the teachers and technical & supporting staff. At the same time, no particular clauses are spelled out for teachers in it. However, AICTE powers and functions are widely operational for the development of the technical education bearing in mind the welfare of the students and only teaching faculty. The curtain raiser technical staff has been entirely overlooked in the system even though it plays a significant role in technical education.

Clauses relating to the technical and supporting staff are specified in Section 10, Chapter III of AICTE Act 1987. It reveals

    - It shall be the duty of the Council to take all such steps as it may think fit for ensuring coordinated and integrated development of technical education and maintenance of standards and for the purpose of performing its functions under this Act, the Council may

    (n) take all necessary steps to prevent commercialization of technical education;

    (i) lay down norms and standards for courses, curricula, physical and instructional facilities, staff pattern, staff qualifications, quality instructions, assessment and examinations;

    (r) take steps to strengthen the existing organisations, and to set up new organisation, and to set up new organisations to ensure effective discharge of the Council’s responsibilities and to create positions of professional, technical and supporting staff based on requirements.

However, the Staff Structure with required minimum qualifications and pay scales for different categories of Technical Staff of Non-Government degree level Engineering Colleges are not spelled out by most of the universities in their Standard Code Rules, even though they are being treated as Non-Teaching. Moreover, AICTE has not prescribed uniform pay scales and service conditions for Technical Staff.

Let us hope, at least now after decades, MHRD or AICTE will take steps to prescribe norms and standards for Pay Scales and Service Conditions with uniform Staff Pattern and Career Advance Scheme for different categories of Technical Staff at par with the teachers.

  • now you are forced to change the inquirypal or joke pal bill to a good and very effective lokpal bill.
now my question is if you pass a new lokpal bill, the party’s respect and of course your’s, soniya gandhi’s, rahul gandhi’s, manmohan singh’s and pranau mukhargi’s self respect will go definetly. and people will say that due to anna you got scared and pass the bill.
and if you do not pass that bill, congress is going to lose all the seat’s in all 5 states.
but what people think that in this type of situation congress has a history of bending and leaving self respect and come on the feet of opponent’s party or person —but— congress never afford to lose even 1 seat. although how you takkle this situation, it’s quite funny to watch by this country and media. good luck

  • Dear & Respected Sir
I want to highlight a common problem.
Consider cases of two persons: one who gets Ph.D degree just one month prior to his Associate Professor scale through CAS and the second who joins directly as Associate Professor who also completed his Ph.D at the same time (or the latter gets PhD after few days than the first person).
Now first person gets the Associate scale without any increments as his increments get merged in the revised scale but the second person gets the same scale with additional Ph.D increments.
If it is so, why the first person who gets Ph.D earlier (or even at the same time) gets lesser salary than the latter?
Is there any rule, by which we can get the benefit of Ph.D increments after getting the revised scale. Or in other words, can we get the increment benefit by delaying the submission of Ph.D requesting delayed benefit.
I request you to please clarify and suggest the way how I can get the additional increment benefit after getting the revised scale. Otherwise, it appears like, the person who gets the Ph.D degree earlier is at loss.
    Regards.

If distance courses approved by Ignou and DDE then why J&K govt. were not give job to person obtain degree from distance mode.
    example
my friend cleared the entrance exam conducted by the jammu university with high rank but university not give admission to him because he got graduate degree from Kuvempu University by distance mode.
IF courses obtained by distance mode is not valid then by govt. approved that courses.

though i agree that the CCE pattern that you have initiated in CBSE is for better way of judging the capabilty of an individual not only in academics but also in other activities, i doubt whether things are being worked out in schools with the same degree of sincerity as you expected it to be. there is a large degree of malpractices that have started due to this. in my city, schools that we had not yet heard of are having 4-5 10 point score. also this FA system is making students complacent and the seriousness is lost. students know i no longer have to study to pass. FAs will take care of it if i fail in my SAs

In an engineering college MCA/B.Tech and M.Tech are eligible for teaching post. As PhD is the highest qualfication one can have and obiviously higher than M.Tech. Why I am not elgible to teach in an engineering college. There are many other who are like me and badly suffering as far as their career prospects are concerned. Kinldy help!

  • Dear Sir,

    1. I am a student of class XII (Session 2011-12) and will be appearing for my board exams in the following year. As a student of the above-said class, I request you to kindly examine the points mentioned below sympathetically.

    2. The point is regarding the conduct of examinations under CBSE pattern nationwide and the prohibition of the Use of Calculators in the Board Examinations. As you know that the Syllabus of the Class XII is very vast, inclusive of lot of calculations (in PHY, CHEM, apart from MATHS), still we aren't allowed the use basic calculator. The calculations involved in the exams are so extensive that they take away all the valuable time we are given. Since the calculations of the final answer are so much important, it becomes very difficult to leave a particular question unsolved and move further to the next question.

    3. Having a basic calculator in the exam hall will make a lot of difference, as more dedicated time can be devoted to write in other questions. The same will neither hamper any knowledge of the subject in question nor will it have any imbalance during exam time. It will also give us adequate time to revise our answer sheet before submission.

    4. Herein it must also be noted that the calculations given in the NCERT textbooks are difficult to perform, even by the experienced teachers who either use calculators or avoid solving such kind of questions in the class, which leads to further deterioration of the academic practice.

    5. If the rule has to be there for the probition of the use of calculator in Exams then why is it so that our counterparts from ICSE Board, are permitted to use calculators. As students, we very well understand that if this rule of not using calculators has been made then there would be definately some wise thought put by our honourable higher authorities of CBSE, behind this decision.

    6. However as we are facing problems, we thought it necessary to put our point forward for any kind reconsideration of the said rule. We sincerely hope that some genuine thought is given to resolve our small but very important issue which will eventually relieve us from unwanted stress.

Thanking you for your kind attention.

    Regards,
    Concerned Students of Class XII
